The National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission), an independent, bipartisan commission created by congressional legislation and the signature of President George W. Bush in late 2002, is chartered to prepare a full and complete account of the circumstances surrounding the September 11, 2001 terrorist attacks, including preparedness for and the immediate response to the attacks. The Commission is also mandated to provide recommendations designed to guard against future attacks.

The original 567-page PDF was converted to HTML, and then every page was hand-edited to fix structure and layout, specifically to optimize it for PDA/handheld display. This was a lengthy process, and included running each page through a validator. The resulting document was derived from 100% validated XHTML content.
This version is also "superlinked", meaning that every annotation and footnote is linked to its relative member within the document. Even the original PDF did not contain this level of detail. A new Table of Contents was also added, and a mini-TOC was added to the top of each and every page. Navigation between pages was added to aid in reading the document on handheld devices. Images were also referenced and linked. Many pages of the original PDF were split up into multiple pages for better use on a PDA environment.
I hope you can read and enjoy this work. I spent a lot of time making it as perfect as possible, and tested it on many types of screens. If you find any issues, please report them to me as soon as possible, and I will correct them.
